When we say the country is Digital, that means if there is a business running it need not to be attached to a location. You should be able to do day to operations without even personally getting in touch with whom you are doing the business. Lets take some examples.
I went to the shop where I could buy Paint from a brand called Asian Paints. They asked to select a color on their system placed in the shop. The Shop was connected to a server where the database of colors was stored. Can we call this a Digital Brand or Is this Shop a Digital one ?

So here, The brand is digitally Powered. The Shop is still considered as Physical centre where it is possible to avail a digital service from a particular brand. Now, consider If The brand did not have any specific physical System here and they asked you to just go to the brand website and select the color from there. Then the brand can be considered as providing completely digital. We also need to consider what other services the company provides.
And the Shop is a Physical Centre which is just asking you to avail a part of a Service / Product which is kind of RAW material for them.
Lets look at the categories possible where these companies fit.
Now here are some important ratios which should be Calculated to check How Digital India is. These can be further divided to State Wise / City Wise / District Wise / Pin Code Wise. Which will help identify which places or regions needs attention.
Not at all Digital / Total Businesses Registered
Just Digital Presence / Total Businesses Registered
Partially Digital / Total Businesses Registered
Digital and Physical Presence / Total Businesses Registered
Only Digital With None Physical Presence / Total Businesses Registered
We also need to consider that a Country cannot have Only Digital Business with No Physical Presence at least in 2020 or even in next 10 Years. But First step towards calling a Country Digital is that Not at all Digital Companies list comes to 0. Which is practically possible. However there are many challenges in the same but still those can be achieved over the period of time with proper will Power and people support. Lets look at majority of the challenges.
Majority of the People Still don’t have the know how of going online / Digital. People find it difficult to understand and read English and at some places even the native languages.
People cannot afford even basic costs of going online or Digital, like a Mobile Phone or a Internet Connection. However with new disruptive telecoms coming in like Reliance JIO, there has been a paradigm shift in the same. But Still long way to go. There are still crores of people who run their business and are just running hand to mouth.
This Infrastructure plays a very important role in uplifting or digitization of a diverse country like India. Even today in 2020 where everyone is going digital, there are cities / town / villages where the availability of the internet is very low. Also, this can be the most impacting challenge to mitigate. After the costing this would again see a paradigm shift when the farthest of the towns and villages will join Digital India. Real India lives in Villages. Till now we have just seen the power of millennial India living in urban areas. But the real talent is still hidden in Villages. And that can be a really game changer and will help make India a Digital Super Power.
Political will is also very important and a necessary part of the whole process. This can be a catalyst or a killer of the complete momentum. If the Governments support the Digital platforms and encourage people to come forward with innovations the results will be overwhelming. The Programs like Startup India, Make in India and Digital India is really taking India through leaps and bounds, But still the Will power has to be strong to keep continuously pushing for this and not be only on paper.
